William K. Wesley
William K. Wesley is a Full Life Balance author, transformational speaker, Top Performance Coach, corporate trainer and entrepreneur. He received his MBA and his JD (Doctor of Jurisprudence) from Golden Gate University in San Francisco, where he, as a professor, also taught Management Principles, Management Communication and Organizational Development for five years. He is an authority on productivity, communication, presentation training, networking and life balance and has been featured and quoted often.

William created the Full Life Balance lifestyle. William’s client list includes Kaiser, USAA, PG&E, NorthBay Healthcare, State Farm Insurance, T-Mobile USA, Rotary International, Meals On Wheels, Suisun City, and Solano County Office of Education. William was recently appointed as a Planning Commissioner for the City of Fairfield. He is also a certified Minimum Continuing Legal Education (MCLE) provider with the State Bar of California who delivers Competence training to attorneys.

As an entrepreneur, William helped found and is Vice-President of Programs of Carter’s Biz Cafes, a start-up membership co-sharing, business event, idea-incubating firm.

William consulted with Laney College in Oakland, California to establish a first of its kind Men’s Center on campus. William is a former San Francisco Human Rights Commissioner and past Program Coordinator of San Francisco’s Summer Youth Employment Program.

William is Rotarian and was named Rotarian Of The Year of the Fairfield-Suisun Rotary Club for 201-2017. He is a certified sailor who also enjoys sailing, reading, writing, playing tennis, golf and chess and spending time with his wife Linda and family.

The PHOENIX SPARK program is a grassroots innovation program whose mission is to bring tomorrow’s tools to the Warfighter today. PHOENIX SPARK forms collaborative partnerships between the military’s operational experts and the top problem solvers in industry, academia, and government agencies. PHOENIX SPARK creates unique opportunities for external partners to work directly with military operators on interesting problems and allows for the fielding of solutions that have a direct impact on the Air Force’s mission.

PHOENIX SPARK has three goals: provide the Warfighter with the best tools and answers today, inspire a culture of innovation within the Air Force, and building symbiotic relationships based on innovative ideas with experts from industry, academia, and other government/DoD agencies.

Captain Ryan McGuire
60th Air Mobility Wing PHOENIX SPARK Hub Director & KC-10A Instructor Aircraft Commander

Captain Ryan M. McGuire is a KC-10A Instructor Aircraft Commander and Director of the 60th Air Mobility Wing’s PHOENIX SPARK Hub, Travis Air Force Base, California. Captain McGuire hails from Colorado and attended the University of Colorado in Boulder on a Reserve Officer Training Corps scholarship. At the University of Colorado, he majored in Business Administration with a specialty in Finance and Human Resource Management.

After his commission in 2009, Captain McGuire attended Specialized Undergraduate Pilot Training at Laughlin Air Force Base, Texas. Upon graduation, he was selected to be a T-1A Jayhawk First Assignment Instructor Pilot. Additionally, Captain McGuire completed a Master’s of Science degree in Organizational Leadership – Strategic Change and Innovation, from the Colorado State University. In 2015, he was assigned to fly the KC-10A at Travis Air Force Base, California.

Captain McGuire has deployed three times in-support of OPERATIONS ENDURING FREEDOM, FREEDOM’S SENTINNEL, INHERENT RESOLVE and RESTORE HOPE. Captain McGuire is currently responsible for leading the Wing’s PHEONIX SPARK program, a grassroots innovation initiative to bring the “Tomorrow’s Tools to the Warfighter Today.” In this capacity, Captain McGuire guides innovative Airmen through a streamlined project management process to quickly find and analyze solutions that solve day-to-day pain-points. The organization has found early success and is expanded to a formally chartered program at Air Mobility Command.

Major Anthony Perez
Maj Anthony R. Perez, KC-10 Formal Training Unit Instructor Pilot, 60th Operational Support Squadron, Travis Air Force Base, CA, instructs pilots in the operation and employment of the KC-10 refueling aircraft.

Maj Perez is a 2006 graduate of the United States Air Force Academy with a degree in Systems Engineering Management. He has been in the active duty Air Force for over 10 years. Maj Perez went to Specialized Undergraduate Pilot Training at Columbus AFB, MS where he trained on the T-37 and the T-1 aircrafts. After earning his pilot rating, Maj Perez stayed at Columbus AFB where he was assigned as a First Assignment Instructor Pilot in the T-6. Following his Instructor assignment at Columbus AFB, Maj Perez was assigned to Travis AFB, CA to fly the KC-10. Maj Perez is still stationed at Travis AFB and is currently an Instructor Pilot in the KC-10 Formal Training Unit.

Maj Perez has more than 3100 flying hours. This includes more than 1900 instructor hours and 700 combat hours. Throughout his career Maj Perez has deployed 5 times to the CENTCOM AOR and flew missions in support of Operations ENDURING FREEDOM, FREEDOM’S SENTINEL, IRAQI FREEDOM, and INHERENT RESOLVE.

Jim Cerriere
Jim Carriere began the first 18 of his 33 year banking career with California Savings Bank in San Francisco, CA. Jim held many managerial positions at CSB and during his last five years with the company was the Vice President-Chief Savings Officer, responsible for the operations of 18 branch offices and enterprise wide policy and procedures for compliance with state and federal regulations.

In late 2002, Jim received an offer to join First Federal Savings and Loan Association of San Rafael, a Federally Chartered Mutual Savings Association in Northern California and holds the position of Senior Vice President-Operations.

Jim joined Rotary International in 2004, and is a Past President of the San Rafael Harbor Rotary Club. He has served Rotary District 5150 as the ShelterBox Chair, Area Membership Chair, Assistant Governor, Grants Stewardship Committee, and District Administrator. Jim is a Major Donor to the Rotary Foundation and an 11 year member of the Paul Harris Society.

Jim learned of the ShelterBox program in 2007 at the Rotary International Convention in Salt Lake City, Utah. He immediately agreed to become an ambassador and has done presentations to Rotary Clubs and other groups throughout the Western United States. Jim was elected to the ShelterBox USA Board of Directors in 2010, is the organization’s Chairman, and serves on the Executive and Finance and Audit Committees. Since 2007 Jim has secured over $300,000 in donations for the ShelterBox mission and through his work with Shelterbox, Jim has received bronze, silver and gold US Presidential Service Awards.

Kevin is a technical expert and is always peering into the latest technology and innovations to learn more.
